Text of tax reform begins in the Chamber of Deputies

Amidst the discussion on the pension system, tax reform is seen by parliamentarians as one more solution to unlock the population’s income and the growth of the Gross Domestic Product (GDP).

The Board of Directors of the Chamber of Deputies received the Proposed Amendment to the Constitution (PEC), which provides for changes in national taxation. The team of Economy Minister Paulo Guedes was also preparing a project for the theme.

President Jair Bolsonaro had already signaled that he wanted a reform inspired by US President Donald Trump, which led to the reduction of taxes for companies.

The text inspired by a proposal from the Center for Fiscal Citizenship provides for a simplification of the system. The main concern is that the discussion of the topic hinders the process of the pension reform.

The former executive secretary of the Ministry of Finance and director of the Fiscal Citizenship Center, Bernard Appy, explains the importance of reform. “It is absolutely fundamental to increase Brazil’s productivity and income, correcting the distributional distortions that we have in the country today.”

For the special secretary of Social Security, Rogério Marinho, the tax reform is fundamental for the country to grow again. “We can not live with the tributary swamp we are in, with taxes that impede growth and that burden the entrepreneur and the population as a whole.”
For economist Carlo Barbieri, political scientist and chairman of the Oxford Group, there is no room for changes in taxation to go hand in hand with pension reform in the House. “Not because they have conflict with each other, but because the congress is not yet in the national interest. What we have there are disputes for pieces of the state. ” Carlo Barbieri believes that tax reform is the most important, from the point of view of competitiveness.

It is expected that the text presented last week will be analyzed only later.
